In a large bowl, combine the celery, cabbage, onions, capers, rice, carrot, and tomato.
Moisten the combined salad ingredients by mixing the French dressing into the salad.
Transfer the salad to a serving platter. Garnish the outside rim of the salad with the thinly sliced cucumber.
A little curry powder and some raisins can be added to the salad for an interesting variation.
